Medical Profiling and the Frequency-Bayes Interface

ABSTRACT
We discuss the advantages of multi-level modeling for medical profiling, especially in the context of of comparing performances of U.S. Veterans Affairs hospitals. This raises general issues of regression-to-the-mean bias, P-values, the use of interval standards as most meaningful for profiling applications, and evaluating the frequency characteristics of Bayesianly motivated procedures.
